Retrieves customer account contact information including site reference and partner reference

Retrieves customer account contact from CUST_ACCT_CONTACTS table by contactId or origSystemReference/source/custSiteId, enriching response with partner details from PARTNERS table using contact's origSystemReference/source, and including associated customer account site reference and purpose from CUST_ACCT_SITES_ALL.
