Creates a new customer account with partner validation and payment term processing

Creates new customer account in CUST_ACCOUNTS table after validating associated partner exists in PARTNERS using partnerReference/source, checking account doesn't already exist, resolving payment term ID from payment term name, and validating sales representative before inserting.
