Creates new customer account contact by calling custAcctContactsService.doCreate() which handles validation of customer account site existence, partner creation/lookup in PARTNERS table, contact insertion in CUST_ACCT_CONTACTS with site association, and duplicate prevention based on origSystemReference/source/custSiteId combination.
